Recreational shops do not exist in Portugal. Medical cannabis can only be purchased at pharmacies with a valid Portuguese prescription. In tourist centers (like Bairro Alto, Baixa, and Praça do Comércio), street dealers regularly approach tourists whispering 'marijuana' or 'hashish'. These street offers are 100% scams; they sell compressed bay leaves, kitchen herbs, or boot polish. Real black-market deals are illicit and unsafe.
To buy medical cannabis, you must obtain a prescription from a licensed Portuguese physician and purchase it at a registered pharmacy. For recreational use, there is no legal purchase method. CBD flower and oils can be bought legally in specialty CBD shops, but standard THC flower remains a controlled substance.
CBD flower costs €5 to €8 per gram. Scammers on the street will charge €20 to €50 for fake blocks of hash. The real illicit market averages €5 to €8 per gram of flower, though access is unsafe for tourists.
Public smoking of THC cannabis is an administrative infraction. Do not smoke openly on streets or in busy cafes. Smoking discreetly in private accommodations or quiet, uncrowded outdoor spaces is generally tolerated, but police have the right to confiscate your cannabis and refer you to a local Commission for the Dissuasion of Drug Addiction.
Under Portugal's famous Law 30/2000, possession of up to 25 grams of herb or 5 grams of hashish is decriminalized. Possession is not a criminal offense, but rather an administrative violation. If caught, your cannabis will be seized, and you may be ordered to appear before a health panel. Trafficking or cultivation remains a criminal offense.
