It is impossible to buy THC-rich cannabis legally in Tokyo. Attempting to purchase it on the black market is highly dangerous and carries severe penalties. However, fully legal CBD cafes and specialty boutiques exist in trendy districts like Shibuya, Harajuku, and Roppongi. These shops sell high-quality CBD vapes, oils, and CBD-infused drinks.
To buy legal CBD products, simply visit a specialty CBD shop. You must be 18+ to purchase vape products. For THC, there is no legal access; foreigners attempting to source THC will likely be targeted by undercover police or scammers.
Legal CBD isolate vapes range from ¥4,000 to ¥8,000. CBD gummies and beverages are priced similarly to premium health products. Illicit THC, if sourced, is astronomical, costing ¥5,000 to ¥10,000+ ($35 to $70 USD) per single gram of low-quality flower.
Do NOT carry, consume, or buy any product containing THC. Japanese police have absolute authority to stop and search anyone, and foreign tourists are regularly searched. If you use legal CBD, do so discreetly in your hotel room or inside CBD cafes; vaping CBD openly on the street may still attract police questioning.
Japan has a strict zero-tolerance policy. Under the Cannabis Control Act (revised in 2024), possession of even a trace amount of THC carries a penalty of up to 5 years in prison. Cultivation or trafficking carries up to 7 to 10 years. Foreigners caught with cannabis will face immediate detention, jail time, and permanent deportation.
