Decriminalized (Tolerated in Coffeeshops)
Legal via Pharmacies
Recreational cannabis is legally tolerated and sold exclusively through licensed 'coffeeshops' (not to be confused with cafes). There are approximately 160 coffeeshops operating across Amsterdam. Never buy cannabis, joints, or hash from street dealers, who are active in nightlife hubs like Rembrandtplein and Leidseplein — they sell dangerous, contaminated, or entirely fake substances.
Walk into any licensed coffeeshop. You must show a valid ID (passport or EU national ID card) proving you are 18 or older. You can purchase up to 5 grams of cannabis or hash per day. Most coffeeshops have a budtender who will show you a menu listing strains, THC percentages, and pricing. Payment is usually cash or local debit cards (Maestro/V-Pay).
Prices depend on quality and strain genetics. Standard outdoor or classic Dutch indoor strains (like White Widow or Power Plant) cost €10 to €12 per gram. Modern high-THC hybrids (such as Gelato, Runtz, or Gorilla Glue) range from €14 to €18 per gram. Premium imported US genetics can cost €22 to €30 per gram. Quality is high, consistent, and generally clean.
You are allowed to smoke inside coffeeshops (although mixing with tobacco is banned in indoor spaces; use herbal smoking mixes provided). Since 2023, outdoor smoking of cannabis is strictly banned in the public streets of the Red Light District (De Wallen) to curb nuisance, carrying a €100 fine. Outdoor consumption in quiet parks (like Vondelpark) or along quiet canals is tolerated if you are discreet and respectful of locals.
While technically illegal under Dutch federal law, the tolerance policy ('gedoogbeleid') guarantees that possession of up to 5 grams of cannabis for personal use will not be prosecuted and the substance will not be seized. Carrying more than 5g in public is an offense. Driving under the influence of THC is strictly illegal and subject to blood tests and heavy fines.
